Making outriggers that connect from the first to the third rafter, with notch for the second rafter to go through. It's a little more work, but much much sturdier than the current common practice of just connecting the first and second rafter with outriggers. The loss in vertical load strength in the second rafter, due to the added notches, is more than made up for by adding braces that will "truss out" the rafters to the ceiling joists.
